Description

The session will in essence focus on Electronic Governance business process re-engineering, capacity building initiatives and change management strategies carried out by different countries in Central, South and South-East Asia. A major objective is to identify common challenges in the region and share experiences on how some of these challenges are being addressed or could be addressed more effectively.

The panelists will highlight best practices and specifically focus on the factors deemed most important for encouraging, adopting and implementing e-Governance efforts in India, Indonesia, Bhutan and Armenia. In addition, the elusive question of human capacity building will be deliberated on by sharing of experiences each country has in building in-depth skills at various levels of government. The session will also explore further on the practical roles the education sector could play to facilitate the roll-out and skills building required for an e-Government initiative to succeed. The panelists are drawn from government, academic and civil society organization.

Biography

Prior to joining UN-ESCAP as Director of Asian Pacific Training Centre for Information and Communication Technology for Development (APCICT), Hyeun-Suk Rhee served as a professor for the two major universities in the US: Georgia Tech and University of Texas at Dallas. She also served as Chief for Information Technology Center for Africa (ITCA).

She has over 18 years of working experience in Information and Communication Technology (ICT) fields. With a PhD in Management Information Systems and Accounting, she had taught and conducted research in the area of diffusion of information technology, digital divide, strategic use of information and communication technology, knowledge management, database management, Intranet/Extranet, information security, electronic commerce, distance learning, virtual work and wireless technology, systems analysis and design, decision support systems and expert systems, and etc.

She had served as the project manager for the Intranet project for Economic Commission for Africa, one of five United Nations’ regional commission. As the chief of ITCA, she also had implemented the substantive work programme of the centre which served 53 African member countries. Some of the major activities that she had formulated are; (1) Workshops and Seminars covering various ICT issues for policy makers, ICT professionals, and young African women, (2) Advisory service for small and medium size enterprises for the use of Internet Technology, (3) Panel and Virtual Exhibitions during 1999 and 2000 African Development Forum (ADF) on Health Education, HIV/AIDS multimedia kiosks, Telemedicine, Mapping Malaria Risk in Africa, Medical and Health Library, Health Statistics, and Internet Health Recourses. She also planned permanent and mobile exhibitions which were later implemented.

She received her PhD from The Ohio State University where she also received several awards including 1991 President’s Citation and Teaching Excellence Award. She has published over 30 research articles in various intentionally recognized journals and made presentations at conferences in the ICT field. She has served as a chair for a number of national and international conferences.
