Description
Participation of citizens in Policy Making and governance processes is increasingly becoming the focus of many e-Governance initiatives, following the initial wave of development which focused on efficient service delivery. Presently, the degree to which ICT is innovatively used to enable participation of citizens in democratic debates and government decision-making (e-Participation) is a major indicator of e-Governance sophistication and impact. Countries are implementing various forms of e-Participation: e-Consultation, e-Legislation, e-Petition, e-Deliberation, etc. The panel will examine technical and social aspects of e-Participation. The technical discussion will focus on the use of state-of-the-art techniques in knowledge management to underpin innovative e-Participation applications. Discussion on the social dimension will present concrete experiences from pilot projects and shed some light on the impact of e-Participation in various countries, particularly in terms of policy effectiveness, trust, transparency and accountability. The panelists will also examine the issues arising from the effect of limited access and digital-divide on e-Participation.
Biography
Prof. Roland Traunmüller is Professor Emeritus in the Institute of Informatics in Business and Administration at Linz University, Austria and winner of “Prometheus” – an Award dedicated by the North-American Society on Digital Government by the European Society for e-Government. For more than 30 years, he has been carrying out projects and consulting on the implementation of information technology. In Austria, Prof. Traunmüller heads the Forum e-Government, and in Germany, he is member of the steering body on e-Government within the German Computer Society (GI, Bonn). In addition he is involved in various consulting activities and boards on the national and international level (ministries, EU, UNO, UNESCO).
