Description

Developing research and practice in Electronic Governance in Asia is an important step in advancing good governance in the region. The aim of this panel is to discuss the establishment of the Pan-Asian Society for Electronic Governance Research and Practice. The panel will discuss what is the best structure and organization of the society to match unique needs of the countries on the Asian continent.

Initially, the following structure is proposed:

Aim

To strengthen research on Electronic Governance and the interaction between academic research, solution development and government practice throughout Asia.

Objectives

  1. To act as a forum for practitioners, researchers and policy makers working on technology-enabled transformation of public administrations to exchange ideas, knowledge, best practices and innovation.
  2. To facilitate two-way interactions between three main categories of stakeholders - Government Practitioners, Solution Providers and Academics. Government Practitioners will describe concrete initiatives, lessons learnt and challenges. In turn, they will learn about research results, and how such results are implemented by industry and other governments to address the challenges they face. Solution Providers will demonstrate concrete technological and organizational solutions for governments. In turn, they will learn about the challenges governments face and the latest research findings available to them for building appropriate solutions. Academics will provide models, theories and frameworks which extend the understanding of Electronic Governance and upon which concrete solutions for governments can be built. In turn, they will gain access to concrete cases of technology-enabled governance, and identify opportunities to implement and deploy research prototypes.
  3. To build upon a strong Community of Practice action framework comprising online presence, workshops and schools, development of readiness reports, adoption of a common curricula for training public officials, common framework for strategy planning, development and sharing of reusable best practices and solutions, etc.

Organization

  1. Members will comprise universities as well as government, non-government and international organizations actively involved in Electronic Governance and Public Sector Reform initiatives.
  2. The Society will partner and collaborate with well-established structures and initiatives, particularly the Digital Government Society for North America and Electronic Government Society for Europe.
  3. The Centre for Electronic Governance at United Nations University - International Institute for Software Technology is willing to champion the establishment and initial growth of the society.
  4. The Center welcomes declarations of interest from all participants of the ICEGOV2007 conference.
   

Biography

Tomasz Janowski is the founder and head of the Center for Electronic Governance at United Nations University International Institute for Software Technology in Macao (UNU-IIST-EGOV) where he is also a Senior Research Fellow. He has authored and co-authored numerous publications in Computer Science, Software Engineering and Electronic Governance.

He has also served as a Program Committee (PC) member and PC Chair at many international conferences, and has led a number of research, development and capacity-building projects in the area of Electronic Governance. In particular, he initiated the International Conference on Theory and Practice of Electronic Governance (ICEGOV), led the e-Macao Program to build a foundation for Electronic Government in Macao, and started the UNeGov.net initiative to building a global Community of Practice for Electronic Governance. As part of UNeGov.net, Tomasz Janowski co-organized numerous schools and workshop on Electronic Governance around the world. His research interests include foundations and frameworks for sustainable Electronic Governance, tools and applications of formal techniques, and rigorous development of enterprise systems, particularly systems for the public sector. Tomasz Janowski holds a PhD in Computer Science from the University of Warwick, England, and an MSc in Mathematics from the University of Gdansk, Poland.
