Description
There is a growing consensus that human, organizational and societal capacity building is a very critical aspect of Electronic Governance development. Unfortunately, available data on e-Governance initiatives (and budgets) suggest that this aspect is not given adequate attention by governments and is generally under-resourced. With the growing body of knowledge and experience in Electronic Governance, several curricula are emerging as a basis for providing advanced management- and executive-level training on e-Governance in the form of graduate diploma and certificate programs. A CIO crisis, stemming from the lack of personnel with requisite skills and competences to fill CIO positions is emerging worldwide, particularly in developing countries.
This necessitating the adoption of innovative ways to create the required pools of skilled personnel to design, implement and operate e-Governance initiatives. This discussion will bring together experts in e-governance education from academia with huge experience in designing and managing well known graduate programs in Public Policy and Electronic Governance from North America and Europe. The panel will also benefit from the knowledge of two other experts with experience in designing and facilitating capacity building initiatives within the context of international organizations - UN and World Bank.
The audience will contribute to the discussion by identifying needs which are not effectively met by existing educational and capacity development framework for e-Governance.
Biography
Ramesh Gupta
Ramesh Gupta has over 20 years of management consulting experience in IM/IT governance and accountabilities, strategy formulation and work planning, cross-jurisdictional relationships and issues analysis, policy analysis, information management, mentoring and coaching, training and organizational change management. Ramesh managed the Strategic Information Management Program (SIMP) for three years and worked with participants from 35 countries. He has done international consulting work in Brazil, China, Ethiopia, India, and Malaysia. Ramesh is a past Board Member and Chairman of the International Trade Committee of the Canadian Institute of Management Consultants; past Canadian Trustee on the International Council of Management Consulting Institutes, and past Board Member of the Institute of Certified Management Consultants of Ontario.
