Description

This event will contribute to better understanding of economics requirements of public administration and the available solutions. A bothering question arises: Why e-business develops much faster than e-government? The tutorial session will put light on this problem from two perspectives. First, it will be shown how paper (paper document), as an information medium, influences organization of public administrations. It will be proposed, how to transform organization of public administrations to fully benefit from features of electronic information. Second, the concept of virtual organization will be presented and possible application of this concept to public administrations.

The workshop session will feature papers and discussions related to state-of-the-art applications of economics in the public sector area.

Biography

Wojciech Cellary received the M.Sc. (1974), Ph.D. (1977) and Dr.Hab. (1981) degrees all from the Technical University of Poznan (Poland). In 1989 he received the title of Professor. From 1974 to 1992 he was with the Technical University of Poznan, from 1987 to 1991 serving as the scientific director of the Institute of Computing Science. From 1992 to 1996 he served as the vice-president responsible for research of the Franco-Polish School of New Information and Communication Technologies. In 1996 he joined the Poznan University of Economics. Currently he is head of the Department of Information Technology.

He has been a visiting professor at the following universities in France and Italy: University of Nancy I, University of Nancy II, University of Paris-Sud, University of Paris-Dauphine, University of Genova, and University of Ancona. He has lead numerous industrial projects on the development of hardware and software of computer systems and their applications in telecommunications, the computer industry, the electric power industry, and education. The projects were supported by Polish, French and American industry, Polish Ministry for Research and Higher Education, as well as 4th, 5th and 6th UE Framework Programme. He is co-author of 3 European patents. He served as a consultant to the Polish Ministries of: Science, Education, Telecommunications, and Regional Development, Polish Parliament and Senate, as well as many research institutes and governmental projects. Since 2003 he serves as an expert to the Polish State Accreditation Committee, and since 2004 he serves as an expert to the European Commission. He has been a main organizer of 25 scientific national and international conferences and he has been a member of the program committees of additional 115 conferences. He is an author or co-author of 10 books, 6 chapters in books, and over 100 articles in journals and conference proceedings.

He is a member of IEEE Computer Society and the Polish Information Processing Society (PIPS). He was the vice-president of PIPS from 1983 to 1989. From 1999 – 2000 he was a representative of Poland in the Information Society Forum, an advisory body to European Commission. In 2002 he was a representative of Poland at the General Assembly of United Nations devoted to “ICT for Development”. In 2002, he was the scientific editor of the National Human Development Report “Poland and the Global Information Society: Logging on” developed under the auspice of United Nations Development Programme. In 2001, e-procurement system e-MAX designed and developed by the team under his leadership, deployed in the Philips Lighting Poland, covering 27 countries from Europe and Asia received the first price of the Polish Logistics Association and the second price „Award of Logistics Excellence 2001” of the European Logistics Association.

Currently his research interests are focused on technologies of electronic business and electronic government: development of e-economy and global information society; Internet technologies: web search, cooperation and negotiations via Internet; database modeling of virtual reality and multimedia; database management.

He teaches courses on Electronic Business both in Polish and English attended by over 700 students annually at the Poznan University of Economics. In 2000, the Department of Information Technology headed by him won the first prize in the contest “Internet economy on Polish Universities” sponsored by Intel corporation under the auspice of the President of Poland.
