Abstract

ICTs can help reinvent government in such a way that existing institutional arrangements can be restructured and new innovative arrangements can flourish, paving the way for a transformed government. This supposedly transformed government is more responsive to the needs of citizens and businesses, more efficient, more transparent and participatory. The questions that arise then are what is the implementation pace of e-government initiatives around the world? and how can the real needs of citizens be met? The UN Global E-Government Readiness Report, 2008, seeks to provide answers to these questions by quantitatively assessing the strengths and weaknesses in e-government initiatives worldwide. The 2008 Report deals with these issues from the perspective of leveraging the knowledge of public organizations, since knowledge management has the potential to improve the electronic provision of services.

In their effort to provide public value to citizens, governments throughout the world face a number of challenges. Such challenges range from thoughtful IT planning, providing finance and adequate physical infrastructures in a rapidly changing technological environment, confronting problems related to existing IT infrastructure, reducing the operational cost structure of services that they provide, retaining and retraining staff, leadership and other human resources issues, data mining issues and providing for the adequate protection of data, and security and privacy issues. E-government provides a vision and a strategy for addressing these challenges and for creating an environment for the transformation of government activities by applying e-business methods on the public sector.

Biography

Guido Bertucci

Guido Bertucci is currently in charge of the United Nations Programme on Public Administration, Finance and Development, which promotes sound public policy, good governance and efficient and competent public administration around the world.

He has been responsible for advocacy activities in governance and public administration at the global level and for promoting high-level intergovernmental discussions and consensus on public policy and governance for sustainable development. He has spearheaded and directed research and publications on emerging issues in public policy, governance and public administration. He has written, spoken and organized meetings worldwide on topics such as democratic governance, civil service reform, leadership, innovation in government and public administration, e-government, decentralization, economic and social governance, ethics and integrity. He has been responsible for the creation and management of networks in governance and public administration, in particular, the United Nations Public Administration Network(UNPAN) with more than 30 international and regional partners. Its web portal receives 2.5 million worldwide viewers per month. He has negotiated agreements and raised considerable financial resources with donor governments. He has managed large-scale departments and operations, including financial and human resources. He has taught, lectured and delivered training and provided advice and technical assistance to countries in the area of governance and public administration.

Mr. Bertucci holds a Laurea in Political Science and a Post-graduate Diploma in Administrative Sciences from the Catholic University in Milan. He has also received a number of honorary doctoral degrees. He speaks fluent Italian, English, French and Spanish.

Elia Yi Armstrong

Elia Yi Armstrong has been working as a public administration Consultant and Advisor at the United Nations since May 1997. She has been involved in organising and serving as a panelist at a number of conferences on public sector ethics and corruption and has prepared two reports for publication on professionalism and ethics in the public service. Currently, she is coordinating a comparative study of public service ethics in ten African countries. In addition, Ms. Armstrong was an Adjunct Instructor during Fall Term 1999 at Columbia University, School of International and Public Affairs, teaching a mini-course on Corruption and Development. Prior to coming to New York, she worked for the Government of Canada in the Privy Council Office as a Management Trainee. During this time, she was seconded to the Treasury Board Secretariat as well as the Organisation for Economic Cooperation and Development, Public Management Service. Before working in the public sector, she also spent a number of years in various NGO's and universities.
